There aren’t 8 million people enrolled in Obamacare. In fact, no one knows how many are enrolled because there are duplicate enrollments!
Mr. Obama gloated recently as he announced that there are 8 million people enrolled in Obamacare but it’s not true!!! The health insurance industry won’t know for months how many are enrolled and one of the most amazing reasons why is because there are duplicate enrollments.
When the website wasn’t working, customers were advised by the government to re-enroll. Now that the website is somewhat working, insurers are reporting many duplicate enrollments.
It’s been left to the insurance companies to sort out the Obamacare mess.
It seems clear that Mr. Obama pulled that number of 8 million out of a hat. He could have said 80 million and it wouldn’t have mattered.
Mark Pratt, Senior Vice President for State Affairs at America’s Health Insurance Plans (AHIP), which is the national association representing health insurance plans, reported to the House Energy and Commerce Committee Subcommittee on Oversight and Investigations on May 7, 2014.
In that report, he said that insurers don’t know how many people have enrolled. There is uncertainty about who paid and who is really enrolled.
One reason is “there is uncertainty about the number of Exchange enrollees who have paid their premiums”, according to Mr. Pratt. Another reason is that “in February, CMS changed enrollment for some. Enrollees are allowed to voluntarily terminate their plan or to report a “life event” (i.e., a change in circumstance, such as a new baby or job, which allows a special enrollment period.”
The most interesting reason from my perspective is the duplicate enrollments.
Mr. Pratt said, “Because of the challenges that surfaced with the launch of the Exchanges in October 2013, some consumers were advised to create a new account and enroll again. As a result, insurers have many duplicate enrollments in their system for which they never received any payment. In cases where an insurer has a new enrollment for a consumer who previously enrolled, they are not expecting that original policy to be effectuated – even though that data is still reported.”
It may be “a matter of months before system-wide numbers on premium payments are available”, Mr. Pratt said.

Other problems that didn’t come up in this dialogue are the unknown number of Medicaid enrollments and the unknown number of people in the 8 million who were just changing insurance plans. There are definitely not 8 million new enrollees.
I hope Democrats run on this.
