Rep. Price asked Mr. Miller if the targeting activities of the IRS are illegal and Miller said he did not believe they were. Miller’s serpentine use of words to circumvent the law and the truth was both tiresome and arrogant.

It is illegal for the IRS to target people.

That is the case since Nixon was impeached for trying to use the IRS for his own purposes. That was spelled out in his articles of impeachment:

“He has, acting personally and through his subordinates and agents, endeavored to . . .cause, in violation of the constitutional rights of citizens, income tax audits or other income tax investigations to be initiated or conducted in a discriminatory manner.”

— Article II, Section 1, Articles of Impeachment against Richard M. Nixon, adopted by the House Judiciary Committee, July 29, 1974

Miller tried to present the law as unclear but it is actually very clear on this matter, but then again, Mr. Miller wouldn’t admit targeting had even occurred, and if it had, it was only the result of a misguided effort to be efficient, according to him.
