Fresh off his dubious success from a nuclear deal with Iran, Politico reports that Barack Obama will move quickly on the Trans Pacific Partnership Treaty, will put U.S.-China relations on a firmer footing, close GITMO, and he will move more aggressively on climate change, climate change being foremost on his list. The climate change treaty will be called an agreement so it can bypass Congress
The international climate summit in Paris in December will focus on new limits on carbon gases, funding and a global government to handle it all.
If you want to know where he is going with this, just look at the website for the far, far left The Center for American Progress and you will have your answer.
One of their ideas, to give you a glimpse into where this is going, originated from the G-7 annual summit in June 2015. At that summit, they discussed insurance against climate-related risks for 400 million new people in the most vulnerable developing countries by 2020.
Parametric risk insurance would use environmental measurements, such as wind speed or the amount of rainfall, to trigger an immediate payout. Think about it, a never-ending payout from the United States every time the wind blows the wrong way.
The leftist New Republic magazine covered the conference recently held by their organization and organized with the help of The Center for American Progress, titled, The Next Frontier.
They are pushing us towards global governance with the U.N. in charge and the U.S. supplying much of the funding. Their goal is to pursue the Agenda 21 method of infiltrating at all levels of government.
These are ideas Pope Francis is pushing. He gives the movement a moral authority it didn’t otherwise have. More than a third of Americans are Catholic and his views could have a serious impact.
These climate change globalists want to “manage the economy.”
“We need a zero carbon economy,” said speaker Rachel Kyte, World Bank VP and special envoy to climate change. “Two degrees” is where they will settle for now but the long term goal has to be zero. There will be a five-year review of the decisions (INDCs or Initial National Determined Contributions – the national financial commitments). The conversation will have to end up being “how do we manage the economy to go in the direction we want it to go.” She added, “I think we are entering a whole new world of global governance we’re only beginning to get our arms around in terms of what this really means in how we manage an economy.”
Kyte said a $100 billion fund is needed to start and she said the developing countries will provide the funds to undeveloped countries. She specifically mentioned the U.S. obligation to do so. Then there is the trillion dollar deal which will follow.
What she means by two degrees, which she thinks is still to high, is this.
Hans Joachim Schellnhuber, founding director of the Potsdam Institute for Climate Impact Research in Germany, who is now an adviser to Pope Francis, is a radical who wrote books that insist governments must not allow temperatures to rise more than 2 degrees higher than the start of the industrial revolution.
Of global warming, and as a proponent of population control, he has said, “In a very cynical way, it’s a triumph for science because at last we have stabilized something –- namely the estimates for the carrying capacity of the planet, namely below 1 billion people.”
He has called for an “Earth Constitution” to transcend even the “U.N. Charter.” Along with that there would be a “Global Council” of elite elected by “all the people on Earth.” There would be a “Planetary Court” which would be “transnational” with appeals accepted from everyone, especially if there are violations of the Earth Constitution.
One can easily imagine what this would do to our U.S. Constitution and our sovereignty
White House Chief of Staff Denis McDonough was the key headliner to the conference and he thanked Soros’-Podesta’s Center for American Progress for organizing the conference.
He said the president has been clear about his goals and what will take place. He then talked about a Pentagon report on climate change.
The Pentagon forwarded a report that global climate change will have national security implications for the foreseeable future.
The report further claimed climate change is having “profound implications” at the present time, McDonough said. It’s increasing refugees, poverty, instability.” It’s “a threat multiplier with groups like Boko Haram and unrest in Syria,” and so on.
We need to do more, he said, and that is where the EPA Clean Power Plan comes in. The government is using the EPA to legislate and laws are camouflaged as rules. He said a final clean power plan will set longterm market signals and will include rapid deployment of the cleanest forms of energy. He painted a rosy picture of the effects and insulted Republicans who are allegedly using scare tactics which is actually what the global warming alarmists are doing.
He said climate change, aka global warming which hasn’t taken place for over 18 years, is negatively impacting minorities.
The post 2020 goal is to build a lasting, effective global agreement, in other words, another treaty that will bypass Congress. Redistribution of funds from the United States to the U.N. will be part of it. He concluded that they have the science behind them and any opposition is a lie.
Another speaker, Janos Pasztor said we don’t have to shut down the economy but we should go below the two degrees. He wants to move slowly towards zero and he wants a package out of Paris that will come up with the INDCs – the funds; rules of how countries will assess effects of national contributions and how frequently they will ratchet up to give us a less than degree future; long term financing; and the action agenda.
“The governments all want an agreement who in some ways represent the people want an agreement,” Pasztor said when asked about the fact that in some countries most don’t want to move ahead. In other words, the governments should move without the people.
“Collectively”, we must all agree and expects this from the U.S. and China and others. The U.N. will be the leader and is the ultimate place where the governments will come together and decide, he said.
Obama will bypass Congress and pass the agreement as a treaty. The Center for American Progress wrote that “As the contours of the Paris climate agreement come into focus, it is becoming clear that it could qualify as an executive agreement rather than a treaty.” Congress and the Corker-Cardin bill have already set precedent.
In Senate Foreign Relations Subcommittee hearings in May, Senator John Barrasso (R-WY) asked State Department Acting Assistant Secretary Judith Garber if the administration plans “to pursue a course to try to make it [a climate change treaty] legally binding in the United States by bypassing Congress at the same time?”
Without making any effort to deny the real possibility of an unconstitutional fiat, she unabashedly stated, “Our objective for Paris is to have a significant agreement, a meaningful agreement with robust and transparent emissions reduction targets that include all countries, including the major emerging economies. At this point the question of what that agreement would look like at the end is still an open question because we are at initial stages of the negotiations and everything is still on the table.”
She didn’t back down as questioning continued.
In August 2014, the New York Times announced Obama was pursuing a sweeping climate agreement to compel nations to cut their planet-warming fossil fuel emissions, but without ratification from Congress, even though it was an accord in name only. This type of agreement is a treaty of course.
The process will include shaming the U.S. Several nations have agreed to cooperate with the U.S. in circumventing Congress, according to the Times.
The Times also reported that the proposal will use legally binding conditions from the 1992 treaty with new voluntary pledges. It will “update” the treaty and not require a “new vote of ratification”.
The U.N. will be the distributor of all funds and the translator of all rules.. In November, 2010, a United Nations Intergovernmental Panel on Climate Change told a German news outlet, “[W]e redistribute de facto the world’s wealth by climate policy.”
Leftists at The Center for American Progress say the United States is the leader and it doesn’t matter if other countries who are large polluters don’t follow. They will model us eventually.
In reality, all of this is about us and our wealth.
An overwhelming number of people involved in the movement want global rule and they want Capitalism to end. The entire movement will lead to global governance by Socialists with the forced implementation of the most massive redistribution scheme in history.
