Republicans and Democrats will resist and might make it impossible to do.

The proposal is a response to the Office of Management and Budget’s call to slash the State Department and USAID budgets by 31 percent through deep cuts to foreign aid and other programs, anonymous officials told the Associated Press.
Tillerson’s plan would cut State by 26%.  The eliminated would be let go with a parachute of sorts: 700 job cuts through buyouts and 1,600 from attrition.
Buyouts would be offered first to staffers over the age of 50 with at least two decades of government service, the officials said.
Tillerson’s looking at consolidating USAID as well. That’s the money being used in part to fund Soros’s Socialist movements in foreign countries.
The argument for keeping all the dead weight is it is a dangerous world that requires more, not fewer staff, but the department is very corrupt and wasteful as we discovered after Hillary’s leadership. It’s so big, they can’t protect their own embassies and consulates.
On Thursday, a bipartisan group of 43 senators urged “robust funding” for the State Department and USAID.
