Highly-Enriched Uranium was seized in early 2006 in Georgia during a nuclear smuggling sting operation involving one Russian national and several Georgian accomplices. The seized HEU was transferred to U.S. custody and was being held at a secure DOE facility.
The Russians wanted it back and Mueller gave it back. This was after Russia invaded Georgia and seized some of their country

The Sentinel doesn’t know the details of the transaction and there are probably reasons for this this, but if Trump did it, he’d be pilloried.
Mueller also took out General Petraeus, seemingly for political reasons. Granted, Petraeus violated the law, but Mueller wouldn’t touch Hillary’s corrupt behavior. The investigation of Petraeus was over when Mueller stepped in and blew it up.
