Speaker Ryan Says Spending Bill Doesn’t Fund What It “Absolutely Does” Fund

Speaker Ryan seems to be playing with semantics when discussing the spending bill. On Monday, OMB Director Mike Mulvaney said the spending bill “absolutely does” fund Planned Parenthood but, on Tuesday, Speaker Ryan said it doesn’t. Then he said the defunding of Planned Parenthood is in the Reconciliation Bill, echoing what the OMB Director said on Monday.

After saying the defunding has to be in the Reconciliation Bill, he then said, “This bill does not have funding for Planned Parenthood. That’s important. The reconciliation bill advances the pro-life cause even further.”

The Speaker touted the spending bill’s increase in border security, no new money for Obamacare. However, the wall isn’t in the bill, it funds sanctuary cities, and Obamacare is still funded.

This is all very confusing because the Freedom Caucus says the bill funds: Planned Parenthood, Central American illegal immigrant centers; more spending, no cuts to the EPA; continued payments on Obamacare subsidies; and sanctuary cities will continue to be funded.

As we reported yesterday, the border wall can’t be built now without legislation, according to WaPo.

The Washington Post reported:

“There are explicit restrictions to block the border wall. We knew last week there would be no money to start construction on a project that the president says is more important to his base than anything else. But the final agreement goes further, putting strict limitations on how Trump can use new money for border security (e.g. to invest in new technology and repair existing fencing). Administration officials have insisted they already have the statutory authority to start building the wall under a 2006 law. This prevents such an end run.”

Lindsey Graham said he might not vote for this spending bill because the Democrats “cleaned our clock.”
