Terry “Jiajia” Liu, a U.S. Customs and Border Protection (CBP) supervisor and a Chinese national, was arrested in September 2026 and charged with illegally modifying government computer hardware near the Maine-Canada border.
Federal authorities arrested Liu following a counterintelligence investigation into border security.
Hidden cameras recorded him opening government workstations during midnight shifts. He allegedly removed and replaced internal computer parts, including CPUs, RAM, and hard drives.
The tampering occurred on Department of Homeland Security (DHS) network computers located near the border in Maine.
Investigators have not publicly announced a motive for the hardware changes. No information is available on whether sensitive government data or broader network systems were compromised.
