MK Ultra Hearing of a CIA Mind Control Project

A hearing was held on Capitol Hill on the CIA’s MK Ultra project in the 50s and 60s. The purpose of the hearing was to revisit the government operation. It had been using mind control and drugs on unwitting subjects. The operation was conducted without their permission for twenty years. It was a dark period in science. Then-CIA Director Richard Helms ordered the intentional destruction of all MKUltra files in 1973. However, thousands of documents have survived or been recently recovered.

In the 50s and 60s, Project MK Ultra was an illegal human experimentation program. It was conducted during the height of the Cold War. The program tested methods of mind control on people using hypnosis and drugs like LSD.

Allen Dulles was the former CIA director who authorized and ran MKUltra. He was ultimately fired by former President John F. Kennedy.

Republican Florida Rep. Anna Paulina Luna, chairwoman of the task force, stated additional MK-Ultra documents will be declassified as part of the committee’s investigation.

The Story 

The project was reviewed by Congress in the mid-1970s.

In 1973, then-CIA Director Richard Helms allegedly ordered the destruction of almost all MK-Ultra files. He hoped to prevent the public from learning about the program. Thousands of pages of financial records were preserved in 1973 because they were misfiled. This allowed the truth to emerge during congressional inquiries such as the Church Committee in 1975. When details were exposed in 1975, the CIA provided limited information to Congress.

“I will be personally following up with the director of the CIA on the MK-Ultra files that we do have. Also, as I noted earlier, there will be more that will be declassified, specifically pertaining to newly found records that were located that we were discussing earlier,” Luna said.

As part of the covert MKUltra program, the CIA oversaw extreme experiments where vulnerable, unwitting, and non-consenting subjects were given LSD on a near-daily basis for extended periods to study long-term behavioral modifications and mind control capabilities.

These extended, daily dosing trials resulted in multiple horrific conditions. It was used on prisoners without their knowledge or permission. Agents even dosed each other to see the results.

Chaos Author Tom O’Neill

Investigative journalist Tom O’Neill said during a Task Force on the Declassification of Federal Secrets hearing that he believed convicted murderer Charles Manson and Jack Ruby, the assassin of Lee Harvey Oswald, might have been assets of MK-Ultra.

O’Neill brought widespread attention to this theory in his book, CHAOS: Charles Manson, the CIA, and the Secret History of the Sixties. His research posited that Manson may have been exposed to CIA-funded mind control experiments or indirectly learned brainwashing techniques.

O’Neill alleged that Manson and his followers frequented the Haight-Ashbury Free Clinic, where researchers—including Dr. Louis Jolyon West, who had ties to MKULTRA—were reportedly studying the effects of LSD and mind control.

He submitted a document that appeared to contradict the CIA version.

O’Neill suggested Congress had never been told the truth about MK-Ultra, citing psychiatrist Louis Jolyon West’s work. He submitted a document appearing to contradict a CIA document submitted to Congress in 1977 regarding LSD experimentation, arguing that the program should be reexamined.

Former CIA Director Allen Dulles authorized MK-Ultra in 1953. It stemmed from fears that the Soviet Union, China and North Korea developed “brainwashing” methods to manipulate behavior for interrogation, espionage or assassination. Researchers used high doses of psychedelic drugs, electroshock therapy, sleep deprivation, and more.

O’Neill suspects Jack Ruby and possibly Charles Manson were MKUltra assets. He said the MK Ultra psychiatrist who developed the techniques visited Jack Ruby.

Indeed, prominent psychiatrist Dr. Louis Jolyon West visited Jack Ruby in his Dallas jail cell on June 19, 1964. West, then a professor of psychiatry at the University of Oklahoma, examined Ruby at the defense’s request for a psychiatric evaluation. Following his visit, West released a detailed report and urged that Ruby receive specialized hospital care due to his rapidly deteriorating mental state.

West suggested using hypnosis and intravenous sodium pentathol on Jack Ruby, but there is no evidence he used them. More here.

Because of West’s prior connections to controversial CIA mind-control research (like the MK-Ultra program), his examination of Ruby sparked enduring theories and allegations that he secretly used Ruby as a subject for pharmacological experimentation. However, there are no records or historical proof showing that the proposed hypnosis or drug treatments were ever carried out on Ruby. 

As for Tom O’Neill’s Book
There is no credible evidence that either Ruby or Manson was an MK Ultra subject. If they weren’t subjects, that doesn’t mean the program wasn’t used on others.

There is no credible historical or scientific evidence that Jack Ruby, with a lifelong history of mental illness, was a mind control subject. Theories suggesting he was programmed or controlled by government agencies—such as the CIA’s MKUltra program—stem from the massive wave of conspiracy theories surrounding the assassination of President John F. Kennedy.

There is no conclusive evidence that Charles Manson was a government mind control subject, though it remains a subject of intense historical debate. Investigative theories suggest his followers’ extreme compliance may have mirrored techniques from the CIA’s MKULTRA program, but historians and mainstream researchers widely attribute his control over the “Family” to his own manipulative tactics and use of LSD.

However, we don’t know what the newly discovered and declassified files will prove. They will be made public.

The Tactics Exist

One researcher told Congress that techniques developed by the MK Ultra program, which were perfected by the 80s, could potentially lead someone to assassinate a president through radio waves or computer activity. He believes the methods he knows, developed decades ago, are probably more advanced now.

It is concerning and deserves another review in public view.

Robert F. Kennedy said this wasn’t a conspiracy; it was official CIA policy.

“MK stands for mind control. The CIA had these programs at Fort Detrick… but at 220 universities around our country. Experiments on unwitting subjects — LSD, hypnosis, sensory deprivation…”

“They wanted to create Manchurian candidates… willing assassins through hypnosis and other techniques.”

“A lot of the documents were destroyed in 1973… but this was real. It wasn’t a conspiracy theory — it was documented.”

“The same agencies are still walking free. Wake up.”
