Build a wall around NYC, give them no access to the rest of the US and let them do what they obviously want. And once the wall is up the only people who are allowed to leave must be rescued by Snake Plissken. Oh, and keep the UN HQ within the wall because they deserve the destruction that will follow.
New York is a lost cause. Let the experiment run its course, and sweep up the debris afterwards.
