Immigration Bill Allows 75% of Current Rate of Illegal Immigration – Update

Update: 6/20:13: A new border security amendment will be presented by the gang of eight today. Be skeptical! They have rejected every amendment that puts border security first before any legalization.

Under the proposed Senate immigration bill, illegal immigration will continue at an astounding rate. The CBO released their cost estimates of the Senate immigration bill and the headline is that ILLEGAL immigration will continue at 75% of the current rate and it will triple the rate of legal immigration.  We also don’t really know the full financial effects. CBO estimates are largely guesswork.

The immigration bill about to be passed in the Senate – s.744 – will not end the problem of illegal immigration despite claims made to the contrary.

We have been inundated with that false claim in TV and radio ads on Fox News and Talk Radio in particular. The gang of eight is falsely claiming the bill is a Conservative bill because they think Conservatives are easily duped.

According to the Congressional Budget Office, in their just-released cost estimate of the immigration bill, it will allow the flow of illegal immigration at a rate of 75% the current rate.

One of the reasons for this is the bill will increase the number of unauthorized residents such as people who will overstay visas.

The CBO also estimates that there will be a minuscule savings of $197 billion for the period from 2014 to 2023 but that is under the assumption that none of the “New Americans” will be on welfare or food stamps.

It really strains credulity to believe this bill will keep them from collecting. As soon as someone sues on behalf of a “legalized” American because that person can’t survive on minimum wage, the welfare clause will be reversed. We are not going to allow people to starve. The people who will be legalized are, for the most part, poor and uneducated and they are coming to a country with high unemployment.

It is important to note that employers will be incentivized to fire US workers and hire noncitizen aliens. The reason for this is that illegals will not be forced to buy Obamacare, illegals will consequently not be fined, and employers will not be fined for not providing it. Employers will be fined if they hire US workers and don’t provide health insurance as mandated by Obamacare.

The CBO estimates an increase in the population of 16 million by 2023 but they cannot know the numbers of “New Americans” who will come in under the chain migration clause.

CBO acknowledges there will be a significant increase in the numbers of people receiving federal benefits in 2023 when “legalized” Americans can accept welfare. Many more will also be eligible for social security by 2023.

Fewer will be eligible prior to 2023 because social security requires a noncitizen applicant be a legal resident for five years and have earned 40 consecutive quarters of coverage.

The CBO stated that the effects of the bill are largely unknown. We are passing yet another bill without knowing the consequences.

CBO added:

The substantial increase in population that would occur if S. 744 is enacted would have many other effects (both negative and positive) on the budgets of state, local, and tribal governments, but CBO does not estimate the overall effects of legislation on the budgets of those governments.

 The bill also triples legal immigration at a time when we can’t find jobs for our own citizens.

Janet Napolitano, Department of Homeland Security Secretary, will be the one who determines if the border is secure under this bill and she has already said it is. This bill does NOT secure the border first. The illegal immigrants will be “legalized” almost immediately and if the border is not secured within five years, another government agency will be established to provide oversight and work out a plan.

This bill is a big government bill.

Check out the following ad which is replete with falsehoods.

The bill does not secure the border first as Marco Rubio claims in the ad.

Rubio claims it puts in place the toughest enforcement measures in the US and potentially the world. Rubio states that the bill will once-and-for-all deal with the problem of illegal immigration. If that were true, illegal immigration would not continue at 75% the current rate by the CBO’s conservative estimate.

The bill actually encourages people to jump visas.

Currently we have 15,000 in this country on student visas from the mid-East and no one knows where they are. The government is too busy collecting everyone’s metadata and Internet communications.

The borders are not secured first and people here illegally go to the back of a new line, not the line every other foreigner is on.

On page 23 of the 63-page CBO report it says the following:

CBO estimates that, under the bill, the net annual flow of unauthorized residents would decrease by about 25 percent relative to what would occur under current law, resulting in a reduction in the U.S. population (including a reduction in the number of children born in the United States) relative to that benchmark of 1.6 million in 2023 and 2.5 million in 2033.

That means it will continue at 75% the current rate. We will continue to have de facto amnesty.
